Best film not to win this category is not in your list: "Seven Beauties"
Le roi de coeur, of course! The rest are but pretenders to the throne, and their supporters sadly delusional.
Another film that should be on the list of choices is Yasujiro Ozu's 1953 masterpiece, Tokyo Story. A classic film that for some incomprehensive reason was not shown in U.S. until 1972.
Jean de Florette or its sequel, Manon des Sources.
Not on the list is Great Expectations (1946- English).
Fresas y Chocolate (Strawberries and Chocolate) was nominated and should have won.
I loved "Jules et Jim," (Truffaut) "The Red Shoes," (Powell & Pressburger) "General della Rovere" (de Sica)

Sorry, but this is an impossible poll...you omitted my all-time favorite "The Umbrellas of Cherbourg". You also left out "Brodre" (remade this year as "Brothers"), "Jean de Florette", "Manon of the Spring", "Chocolat", "Trois Couleurs: Rouge", "Ran", "White Mane". Of what you list I guess I'd choose "The Bridge".
Not only is Seven Samurai the best foreign film to not win an Oscar but on my list it's the best drama of all-time imho surpassing Citizen Kane
Also I agree with Bruce Parent "Tokyo Story" 'transcends' any list but should be included here

Jean de Florette and Manon des Sourses - hands
Jean DeFlorette and Manon des Sources (Like part 1 and 2 of same film) - Hands down winner!
I agree that Jean de Florette and it's follow up film Manon of the Spring are two that should be considered but also Chocolat. I would also like to see a few comedies represented, La Cage au Folle and an a couple of the old Alec Guiness movies like The Lady Killers and Kind Hearts and Coronets.
This Sporting Life with Richard Harris and Saturday Night and Sunday Morning with Albert Finney both deserve a place on the list.

King of Hearts (1966/1967) was a wonderful film!! I agree with other who have mentioned Jean de Florette and Manon des Sources as well.
Oh, I see that King of Hearts was already mentioned (Le Roi de couer)!!
I might be wrong,but I think to qualify as Best Foreign Film, it has to be a non English speaking film. This would eliminate some of the English films mentioned above.
